Construction project planning and execution

We started Horizon Construction because our clients were paying too much to high-priced commercial construction firms for their capital projects.

By providing all necessary services through one experienced project manager, we can save clients up to 30% on project costs, ranging from site location to architectural and engineering design, to actual building and remodeling. These services include:

  • Site identification and acquisition
  • Infrastructure planning
  • Facility planning
  • Architectural and engineering work
    • Conceptual designs
    • Project budget estimates
    • Complete construction documents
  • Local, county, and state agency permits and negotiations
  • Solicit bids and assign contracts

Mark Chura, Director – Horizon Construction Management Services

Mark brings extensive nonprofit and construction experience to his role as Director of Horizon Construction. After nearly 20 years as a senior staff person overseeing building projects for DNREC, Mark worked for Schell Brothers, a major regional construction firm. He then served as executive director for two statewide land preservation organizations before helping form Horizon Construction in 2016.

Since then, HCS has overseen over $40 million of nonprofit projects, each benefitting from Mark’s personal care and attention to quality, detail, and cost.

During the last several years, Mark assisted Horizon clients with site acquisition for the Lewes Public Library; the complete renovation of the Lewes History Museum facility; new entrance roads, parking, and event facilities for Fort Miles Historical Association; design and expansion of the Lewes Senior Activity Center. Mark also oversaw the construction of the entire campus for Sussex Montessori School and recently completed major renovations to the iconic St. Peter’s Episcopal Church in Lewes.
